The report showed that not only would the golf course deplete the amount of water in both the Rockaway River and the Boonton Reservoir, but also that it would have such an adverse impact that the DEP felt the resident's of Jersey City should be compensated by Morris County. This happened during the primary season when Bret Schundler was running for Governor and seeking support among some of his staunchest supporters, the legislators in Morris County.

This project was considered so bad that the Rockaway Valley Sewerage Authority even sued to try to stop this project. But with all the violations and lawsuits, Jersey City under Bret Schundler did nothing.

After years of trying to get rid of these properties because he wanted money for them but could not sell them to developers because of the moratorium, he was able to get the State of New Jersey to spend $6.8 million dollars of taxpayer money to buy properties that couldn't be developed. Included in that sale was Camp Hudsonia, a former Girl Scout's camp, owned by Jersey City and used by Jersey City residents. He did not use any of the moneys to buy other lands to help protect Jersey City's reservoirs. Nor did he support a 10 year attempt by residents in Denville to buy back former Jersey City watershed properties that had been sold off by the City, costing taxpayers $6.5 million dollars.

He opposes the new DEP regulations that protect ground water from septic systems. He opposes upgrading reservoir and water supply stream classifications and the additional protections that come with that. He opposes legislation that would protect reservoirs from development on steep slopes. He opposes regulations that would limit sewer extensions in environmentally sensitive areas. He believes that towns, not the DEP, should decide on where sewers should go, no matter what the impact would be to reservoirs. He does not support stronger watershed planning rules that would clean up our rivers and help protect our waterways from sprawl and over development.

The septic rule was written by Governor Whitman and signed by Governor De Francesco. Assemblyman John Rooney, an early Schundler supporter, sponsors the steep slope protection bill.

The Club noted that not only did Schundler fail to protect the Jersey City water supply; he also failed to protect Jersey City's water ratepayers, who, as a result of Schundler's policies, will subsidize Morris County golfers.

Additionally, the operation of the golf course will add toxic pesticides and fertilizers to the reservoir.

Morris County officials, led by State Senator Bucco, other legislators and Freeholders - including direct intervention and support for expediting the approvals of the project by the Acting Governor's Office - strenuously opposed this compensation requirement. DEP caved in to this political pressure.

Bad Credit Guaranteed Loan With the pressure from the Governor's Office and the conflict between the Acting Governor and Mayor Schundler during the primaries, one would think that Mayor Bret Schundler would strenuously oppose any action by the Acting Governor when it affects the people of Jersey City and would use it as a campaign issue. In approving the final water diversion permit on August 1, 2001, DEP eliminated the Jersey City compensation requirement, justified, in part, by the fact that no comments were submitted by United Water Jersey City [the operator of Jersey City's water supply system] (see page 8 of August 1, 2001 Hearing Officer's Report). However, the hearings and the meetings took place between January and the end of June, 2001 while Bret Schundler was still Mayor and a candidate for the Republican nomination for Governor.
