Delegates from 22 countries gathered Thanksgiving week in the northern Spanish seaport of San Sebastian, instead of in bustling, cosmopolitan Madrid, where the organization is headquartered. It can monitor catches throughout the Atlantic, as it does through its national reporting requirements and the Enhanced Billfish Research Program.
