The U.S. Commission on Ocean Policy last September completed its three-year investigation and handed President Bush a 400-plus-page report with 212 recommendations for rescuing the oceans from overharvest and pollution.
The president, to the surprise of everyone and no one, responded in December by creating a new White House-level committee to review the commission's study. Nevertheless, a wave of bills to change the way we manage our coastal resources is expected in the 109th Congress, including legislation to amend the Magnuson fishery act. So far, the bill of most interest to anglers and environmentalists is the Fisheries Management Reform Act. See the NCMC Web site for more details.
